You can tell which bills scare Democratic legislators by looking at the political calendar. If the vote is delayed until after the election, in what’s known as the “lame duck” session, that means they worry voters will revolt.
This year, it was police reform. Five bills that police unions hate were bumped to lame duck. One allows civilian review boards with teeth. One gives the public the right to know when an officer is disciplined for misconduct. One ends legal immunity for officers charged with abuse. And so on.
