The Adams County State's Attorney says he will prosecute a Quincy man for a Hate Crime, after he yelled racial slurs at three children and shot them with a b-b gun.
26-year-old Evan Carter faces Aggravated Battery, Attempted Aggravated battery and Hate Crime charges.
Police and prosecutors say they will not tolerate hate crimes.
Deputy Chief Shannon Pilkington says Quincy Police officers are trained to recognize hate crime, like the one over the weekend.
Pilkington says, "It's incorporated in other trainings as far as a group diversity, procedural justice. There's elements of that and it's incorporated in the other trainings that we have to have."
State's Attorney Gary Farha says, "I want to express to every ethnic group or every group of people, to all Quincians that we're not going to tolerate this type of racial injustice on either side."
Farha says when prosecuting a hate crime, intent has to be proven.
He says in this case the proof is clear. Officers documented in their report that a white man yelled racial slurs at black children.
Pilkington says, "The subject that did commit the hate crime said a racial slur prior to committing the crime against these children."
Farha says what comes next is to be determined.
He explains, "We're going to try to make certain that the public is safe, but we're also trying to get help for this individual because as I indicated, I do think this was motivated in a large part too due to mental health issues."
Pilkington and Farha say hate crimes don't happen often in Quincy, but when they do, the legal system will act swiftly.
Farha says the next step is for Carter to appear in court with his attorney.
He says the process can take up to 60 days.
