A federal appeals court says a lawsuit by the District of Columbia and Maryland that accuses President Trump of violating the Constitution as a result of his ownership of the Trump International Hotel in downtown Washington, D.C., can proceed.
The two governments say Trump is violating the emoluments clauses of the Constitution that prohibit the president from receiving gifts or favors from foreign governments, many of which have patronized the hotel.
The decision by the full 4th Circuit Court of Appeals opens the way for the plaintiffs to get documents and financial records in the case. A smaller panel of the court's judges had initially ruled against DC and Maryland before the court allowed the plaintiffs to appeal the case before the full circuit.
The ruling will likely be appealed by the federal government and Trump's personal lawyers to the Supreme Court.
