Officers were dispatched to the area of 7th and Pico for a verbal altercation that progressed into a physical fight between a man and a woman. Officers contacted a female that explained her sister’s vehicle was involved in a hit and run by the suspects and the victim and her sister took chase. The suspects eventually stopped the car and after being confronted, the sisters were able to remove the keys from the ignition of the suspect’s car. This angered the suspect and he proceeded to hit the victim in the face. A neighbor heard the confrontation and attempted to break up the fight, but ended up being punched as well . The suspect identified as Joel Sandoval from Bakersfield was placed under arrest for 243(a) PC – Battery.
